Section Three.
Section 3. All agencies,
programs, entitlements and other devices that will be excised by
budgetary requirements will be returned to the responsibility of the
individual States. No federal regulations or legislation will dictate
how the States fund or execute such devices.Intent, explanation, discussion: Sections 1 and 2 will necessitate the ending of many Federal programs and agencies. Some will fear that this will create a dramatic economic problem, as the Federal government is the leading employer in the United States. However, a number of factors will offset and surmount the loss of jobs in the Federal public sector. The first is that many of the programs will revert to each individual State. In many cases, these powers were already reserved by the States in the original Constitution, but in times of emergency, expansion or economic crisis, the executive and legislative branches seized much of the power, and then never returned it when such crisis was over. For example, the Department of Education is a sprawling agency that wields its influence in many ways, and often against the wills of those it was to serve. Each State would not only gain back much of the financing they send to Washington DC in the way of income taxes, but also have a huge pool of experienced workers to staff their own expanding departments. The efficiency, oversight and proximity of the citizen to the State bureaucracy will be of benefit to all (except, of course, those who wish to establish a uniform Federal policy). States who are successful in their efforts can provide a model for those who are not so successful. In addition, the limitation of Federal taxation in Sections 1 and 2 will free an enormous amount of capital for expansion of business, trade and other ventures in the private sector. Once again, a talented and well-experienced workforce coming out of Federal jobs will make attractive candidates for the huge growth that will occur as a result. |

amendment into the US Constitution. This will require a huge and
