Section Four.

Section 4. Those areas of federal responsibility prescribed by the original Constitution will have budgetary priority. No bill will be passed that funds any other concern without first meeting the budgetary requirements of these areas. No funding will be included in the budget for a concern that is the responsibility of and reserved to the States.

Intent, explanation, discussion:

The original US Constitution fairly simply expresses the scope of the Federal government’s area of responsibility and influence. The 10th Amendment underscores this point by specifically stating that any powers or duties not stated in the Constitution are solely and wholly reserved to the States and the citizens.

Section four will allow for a rolling back of the Federal scope of power and influence to those areas that were expressly dictated in the original Constitution. In addition, those areas must be provided for fiscally before any other “pet project” or activist action is undertaken by any of the branches of the government.
