This initiative must be executed from the grassroots up, and forced upon the Federal system. No amendment proposal has ever been successful in this regard, so history and the odds are against us. However, the proposal is sound and needed, and a resolute citizenry committed to this cause cannot be denied.

If there ever were a proposal of the people, by the people and for the people, this effort fits the bill. Not only will it be implemented in the name of the people and for the people’s benefit, but it will be dictated by the people to the government that serves us, not the other way around.

A network of volunteers will be employed throughout each of the fifty States. These volunteers will disseminate information and propagate the principles in the proposed amendment, along with the evidence and arguments that support the proposal. The volunteers at the State and local level will work with legislators and other public figures who agree with the amendment, and develop the specific procedures for having the proposed amendment presented for consideration and ratification, based on the respective State’s laws and regulations.

The State level volunteers will take guidance and resources from a loosely formed national committee, made up of the Chairman and eleven other advisors who make up the Committee Board, and a number of administrative, legal and technical managers. One State Program Manager and a number of regional assistants within each State will be the bridge between this national committee and the local Associates who work at the grassroots level.
